本研究採用觀察、深入訪談等研究方法，並以苗栗縣建國國中學校教師會為研究對象，探討學校教師會中的組織運作情形，以及受訪者對於學校教師會未來發展的看法。本研究發現目前各學校教師會的成立皆有法源依據，但是沒有相關法令支持其行動，所以任務無法落實執行。在組織運作實務上，我們發現學校的行政單位對學校教師會的態度會影響到學校教師會的正常運作；而且教師的工作繁雜，大部分教師無暇參與學校教師會運作，使得學校教師會的組織呈現疲態。基於教師教學專業自主的特性，較容易造成意見分歧，使得組織凝聚力不足，無法發揮團結合作的最大功效。考量學校整體的均衡與發展，學校教師會是最基層的教師組織，它的存在有其必要性。因此，我們認為教師的積極參與及經費的有效運用，才是學校教師會永續發展、成長茁壯的最大關鍵。 摘要(英) Abstract
This research aims to analyze the organization ,operations and expectations of school teachers’ association in Jianguo Junior High School and it adopts the means of observations and indepth interviews ,etc.The following conclusions are reached：
(1) The establishment of school teachers’ association is granted by related laws but
its operation is not detailed by them so as not to fulfill its duty as expected.
(2) Most teachers are too engaged in work to participate in the operation of school
teachers’ association,leading to the inactivation of school teachers’ association.
(3)Teacher’s professional independence causes divergent opinions,which cut down
on the cohesiveness and unity of school teachers’ association.
(4)The attitude of the administrative staff of the school toward school teachers’
association has a direct influence on the operation of school teachers’ association.
(5) School teachers’ association is the fundamental teachers’ organization and its
existence is indispensable to any teacher.
(6) Teachers’ active involvement and effective utilization of funds on make school
